By 1917 Asquith's Liberal government in Britain had been replaced by a coalition under Lloyd George. Carson was a member of the coalition War Cabinet, and Ulster Unionists exerted a great deal of influence in politics at Westminster. Lloyd George established a new working party to discuss the implementation of the 1914 Home Rule Act. and it proposed an independent Ulster of six counties. However, the Nationalist Parliamentary Party would not agree that the partition of Ireland should be permanent, and the talks broke down. Outside Ulster, Sinn F6in members concentrated on building support for the Republican cause. They proposed that the new constitution for Ireland should state that there was to be "an independent Irish Republic". In the election of December 1918 they gained a massive victory, The Irish Parliamentary Party collapsed.
